Hello,
Sorry to report this bug so late in the release process. I previously
thought that this bug was the same as #261013. But if I understand it
correctly, this one is serious, from the Policy 8.2 Run-time support
programs:
If your package has some run-time support programs which use the shared
library you must not put them in the shared library package. If you do
that then you won't be able to install several versions of the shared
library without getting filename clashes.
Here the run-time support program is dotextwrap which is included in the
library package. This program should be moved to a libtextwrap-runtime
package or to libtextwrap-dev.
A simple patch for the later would be like:

I did nothing about Conflicts or Replace as I am not familiar enough
with these fields, but there should probably be some to get a clean
upgrade from 0.1-1. I have also not tested building the package in a
clean chroot (only on my local system).
The move of dotextwrap should have no impact for other packages as the
only current reverse depends in Debian (cdebconf) does not use the
program itself, it uses the .so library.
Feel free to downgrade this bug if I wrongfully understood the Debian
Policy. If it really is RC, it would be a good time to also fix #261013.
