(This is a regression of #127972, which was marked grave. I suspect that
the m68k problem has been worked around in hwclock itself, so the regression 
is not grave)

hwclockfirst.sh runs hwclock between 2 and 4 times, but only the first
instance is wrapped in 'if [ "$HWCLOCKACCESS" != no ]'. The entire
'start' stanza should be inside the if.

The change which added the extra calls to hwclock also effectively regresses
the fix for 58569, since only the first hwclock gets the $BADYEAR parameter
passed to it.
