The "pager" used to display the list of existing bugs for a package
is limited and (to me) confusing.  I would be much more comfortable
browsing them in $PAGER, where I could scroll around and search.
This would also allow you to remove code from reportbug.

I would suggest adding brief instructions at the top of the bug
list, such as

    Please look for your bug in this list.  When you exit the pager,
    you will have the options to quit, file a new bug, add
    information to a bug, or get details on a bug.

It's slightly awkward, but for me it would be better.

Another possibility would be to launch the user's browser on the
package web page.

Hello,
sorry but we are not going to change the way we present bugs in the
text UI; there are urwid and GTK+ UI that might be more pleasant at
fulfill your request.

Also, still for text UI, you can search thru bugs with the "filter" option:


(1-X/Y) Is the bug you found listed above [y|N|b|m|r|q|s|f|?]?
...
f - Filter bug list using a pattern.
