I'm not that familiar with Metapost, so I was confused by the errors I
got when I ran it: it was looking for mpost.mp, or failing that,
plain.mp, and didn't have them. Installing texlive-metapost made it
work.
Should mpost.mp and plain.mp move to texlive-binaries, or should mpost
move to texlive-metapost, or should texlive-binaries depend on or
recommend texlive-metapost, or something else?

texlive-metapost already depends on telxive-binaries, what else is
necessary here?
And no, texlive-binaries should NOT recommend texlive-metapost.
The packages that provide functionality are the texlive-* packages BUT
the texlive-binaries.
The -binaries package is here *only* for making only one arch depending
package and not the whole of texlive (thus duplicating thousands of
files/tons of space on the servers).
You can run mpost without plain.mp and whatever, just do
mpost -ini
and you can do whatever you want, so it is functional, definitely.
Closing this bug because I hate "wont-fix" tags, you can do whatever
you want with it, reopen, rename, reassign.
