It does; the default /etc/manpath.config includes:

  MANDB_MAP       /usr/X11R6/man          /var/cache/man/X11R6

Assuming mandb has been run recently to generate
/var/cache/man/X11R6/index.db, this will work fine:

  $ apropos WM_ICON_NAME | head -n1
  XGetIconName (3x)    - set or read a window's WM_ICON_NAME property
  $ locate XGetIconName.3x
  /usr/X11R6/man/man3/XGetIconName.3x.gz

You can use apropos' -d option to get debugging output about the
databases apropos is inspecting.
