I have an upstream tarball which has some debian/ files inside it. I know
they will conflict with my own debian/* and thus when I do svn-upgrade I
would like to be able to say:
svn-upgrade -X debian/changelog newtarball
And it wouldn't try to merge debian/changelog in the trunk. It would keep
it in the "upstream branch" however. It should be able to ignore a whole
sub-directory as well.

Reasoning: I want to follow the changes in their debian directory
(most files are similar) but I don't want to integrate debian/changelog
because this file obviously differs.

Having to separate out the merge calls and make separate commits is
unacceptable, not just because of the speed but because of all the
indeterminate issues that could interrupt such a process and cause new
bugs.

Therefore, as there's no sane way to implement this request, I'm
closing the bug.
