wget doesn't seem to know about URL encoding.  For example, in recursive 
retrieval I tried to exclude files from directory /Tmp/has,comma by 
giving the option -X "/Tmp/has%2Ccomma", but this doesn't work.  
Likewise, I found that -X "/Tmp/has%20space" doesn't prevent the 
following of the link
 <a href="/Tmp/has space/index.html">.
