sorry, but that's a nonsense requirement. :) By the same token we would
need to depend on mysql-server, postgresql, iscsitarget, qemu-kvm, etc. etc.

The individual RAs are all supposed to test for the binaries they
require, and if any of them are not available they must exit with
$OCF_ERR_INSTALLED, to give the admin a chance to install the required
binaries. I am closing this bug as invalid. If you suspect any resource
agent of not testing properly for the binaries it requires, then please
file an bug at http://developerbugs.linuxfoundation.org and we'll fix it
upstream. Thanks!
