Hi.

I'm not the expert in policy issues, but as grub-mkrescue _needs_
xorriso now, wouldn't it be better to at least recommend it?
Instead of just suggesting it.

     `Recommends'
          This declares a strong, but not absolute, dependency.

          The `Recommends' field should list packages that would be found
          together with this one in all but unusual installations.

     `Suggests'
          This is used to declare that one package may be more useful with
          one or more others.  Using this field tells the packaging system
          and the user that the listed packages are related to this one and
          can perhaps enhance its usefulness, but that installing this one
          without them is perfectly reasonable.

grub-mkrescue is quite a minor part of the functionality of grub-common.
grub-common is required to install any GRUB (Legacy or 2) boot loader
package at all.  By comparison, generating rescue images is quite a rare
activity.  Thus I need to balance the question of making it easier to
use grub-mkrescue out of the box versus pulling in a good half-megabyte
worth of dependencies (closer to one-and-a-half megabytes installed) for
everyone.

This is the sort of case where it's the maintainer's judgement call on
whether to use Recommends or Suggests.  In this case, I've considered
your suggestion to change it, but I think my judgement still leans
towards it being better to use Suggests.
