Yet all the files in /usr/share/debhelper/dh_make/license seem to do

They don't, have a closer look at them. 157 Vs 2698 words. They are 
merely pointers to the license.

If that's not enough to convince you, go up two points in the URL you
mentioned and also click on the link it references.

Of course those some of those submitters on the list appear to be
confused about what should and should not go in there. The main point
anyway is the license is not in those templates.
