the file, copyright, starts:

SUGGESTION
It would be preferrable if ISO 8601 time stamps were used in dDebian
packaging files as well. So please consider changing the generated
default time stamp to conform ISO notation.

dh_make uses the RFC822 format. This format is specified in the Debian
policy manual, section 4.4 for the Debian changelog format; which in
turn also means that it is the format used in the control file, see
Section 5.6.15 of same manual.
Now while section 12.5 of the manual deals with copyright file doesn't
specify a date format, I consider it a bad idea to mix your formats.
Having one out of the three important Debian package files use a
different date format to the other two would not be a good idea.
I'm therefore closing this bug.
