The mentioned libfam package suggests "fam" but no specific version of
it. This causes an older fam to not being updated - depepnding on the
machine's apt-preferences settings - if libfam0c102 gets installed, causing
eg. the fam from woody to freeze on startup. (And thus freezes the boot
process of any system with Woody's fam installed.)
IMHO libfam0c102 should conflict with incompatible fam packages.
