With a sample/simple admin ACL added to the /etc/krb5kdc/kadm5.acl, 
krb5_newrealm could
just as well add it to the Kerberos database toghether with the 
'kadmin/{admin|changepw}'
stuff...

krb5_newrealm tells the user to create an admin principal if they wish,
and in some cases doing so may not be wanted.  I don't see a purpose
served in keeping this bug report open.
