That's bullshit. atrun is obsolete. In reality, that value of load
average is specified in the invocation of atd, not atrun. It took me too
much time to realise, that I must read man page of atd and not atrun.
And not everyone is smart enough to check out /etc/init.d/atd and find
these lines:
