The apcupsd manual is not provided in an immediately useful form 
(Postscript or PDF).

The HTML files provided in /usr/share/doc/apcupsd/doc/home-page/
are full of broken links (e.g. line 22 of index.html refers to  
"manual/manual.html") 

The manual sources provided in /usr/share/doc/apcupsd/doc/latex/
are not tex-able:

I must say that this is one of the most unpolished Debian packages 
I have ever encountered.
