the gnome-core package, since AFAIUI it actually is a core application of
GNOME.

There's no such 'core of GNOME' concept. epiphany is just a GNOME desktop
module, and thus is part of gnome-desktop-environment. As for gnome-core, it's a
minimal set of packages to get a usable desktop (i.e. a file manager, a window
manager...) and ephy doesn't fit well there. If we add ephy, we should also add
totem, vino, vinagre, brasero, hamster-applet...
