Bugzilla works as designed. Please setup Bugzilla before using it.
Please make sure "dpkg-reconfigure bugzilla3" and/or
"/usr/share/bugzilla3/lib/checksetup.pl" finish without errors.
Otherwise Bugzilla is disabled and the shtudownhtml message (check
/etc/bugzilla3/localconfig) will be prompted.
