I'm trying to upload a freeimage package that uses system libs instead
of his embedded upstream copys [1]

The problem is that freeimage 3.14.1 needs zutil.h file to compile
with zlib debian package. [2]

Is there any reason about that files is missing in zlib1g-dev package?

This comment at the top of zutil.h seems fairly descriptive:

/* WARNING: this file should *not* be used by applications. It is
   part of the implementation of the compression library and is
   subject to change. Applications should only use zlib.h.
 */
