For years I have run this in a cron job:
uscan --report $HOME/src/packages
This was designed to only send me mail when I have a new version of a
package. I have encouraged other developers to do the same, since it's a
good way to avoid having outdated software in Debian. As of devscripts
2.9.5, I get mails every day saying it's scanning for stuff, which is
useless.
There should be a way to get the old behavior. FWIW, I don't find the
reasoning in #313323 about report needing to always output something to
let us know it's doing something very convincing. This is unix after
all.
