I'm trying to compile a program that uses libgtkhtml, and I've had
to install several libraries that aren't depended on by
libgtkhtml-dev (libjpeg, libtiff, and others).  libgtkhtml20 depends
on lots of libraries, but libgtkhtml-dev only depends on a few other
-dev packages, so it seems that a bunch of dependencies are missing.

(I know some of them might be enforced indirectly, so I don't know
exactly which ones you should add.)
