Convert::Color::X11 uses /etc/X11/rgb.txt or /usr/share/X11/rgb.txt.
libconvert-color-perl package might express that with a "Recommends:
x11-common".
I suppose it could be a "Depends:" to ensure all of
libconvert-color-perl works. x11-common isn't particularly huge, but
Recommends may be enough hint, and leave an actual depends to code which
is making use of the x11 part and hence that rgb.txt file.

libconvert-color-perl should already have it, see:

So this is already done in the current package in unstable. Do you
have the option set to have Recommends automatically installed?
