Oddity made visible by having all words the same length. -w is *max*
width, info page clarifies that it targets 7% less in an effort to have
slack to reformat lines. At the bottom it's trying to shove more per
line so there's not a really short line at the end. Note that most of
your lines are 64 chars, the last 3 are 69 chars. fmt is meant for
typographical formatting, meaning its goals are aesthetic rather than
absolute.
