The recent changes from tetex to texlive has left the tetex-bin
package as a transition dragging in basically all of texlive. Does
dvisvga need everything, or perhaps only texlive-base-bin and some
fonts? It'd be nice if the dependencies could be refined.

Where texlive depends on:
texlive-fonts-recommended (>= 2009-1)
TeX Live: Recommended fonts

This is still to much for people only using plain TeX, but better
