Hereby, I'm closing this bug because it looks like you updated your
system to testing|sid and then downgraded back to stable. mantis
1.1.6+dfsg-2lenny4 package version it's not intended to be applied on
releases others than stable, which seems your are not running.

Currently you are not running stable, nor testing, nor sid. Packages in
your installation are mixed up.

After upgrading your system to the lastest (5.0.7) stable release, the
debconf output about mantis 1.1.6+dfsg-2lenny4 package version, should
read similar to this:

-- System Information:
Debian Release: 5.0.7

  APT policy: (500, 'stable')
Architecture: i386 (i686)

Kernel: Linux 2.6.34 (SMP w/2 CPU cores)

ii debconf [debconf-2 1.5.24 Debian configuration
ii libapache2-mod-php 5.2.6.dfsg.1-1+lenny9 server-side, HTML-embedded
ii libphp-adodb 5.05-1 The ADOdb database
ii libphp-phpmailer 1.73-6 full featured email

 ucf 3.0016 Update Configuration File:

As an example, your bug reports you are running:

> ii debconf [debconf-2.0] 1.5.33 Debian configuration
> ii php5-cli 5.3.1-5 command-line interpreter
> ii ucf 3.0025 Update Configuration

When a normal stable release should read this:

ii debconf [debconf-2 1.5.24 Debian configuration
ii php5-cli 5.2.6.dfsg.1-1+lenny9 command-line interpreter ii
