Feel free to close this bug if you already thought about this, but I
wonder if the tiny rules file really needs the copyright and
disclaimer; in particular the equivalent example file in the debhelper
distribution doesn't have them.

It is a pain at times but the 5 lines dont really make much of a
difference but mean that people can use it how they want.
