Reportbug does not allow filing bugs against dependency packages. However,
these packages can in fact have bugs. For instance, gij currently wrongly
Provides: java2-runtime. When I try to file a bug against this package,
reportbug only allows reporting bugs against its dependencies.

Oddly, if I start by saying I want to report a bug against gcc-defaults,
gij's source package, I am allowed to choose gij to report a bug against.
