Currently afaik, SELinux is only supported by the SysV Init system.
Others, like upstart don't have SELinux support in Debian.

The selinux package should have a dependency on the sysvinit package.
Else, selinux-basics should be complaining of unsupporting init system,
when detected.

Upstart has the necessary SE Linux support since 0.6.6-1.  The others should 
get it too.  So there is no need to depend on one particular init.
