regardless of setting the size (tmpfs_size="10M") in
/etc/init.d/udev the /dev-Filesystem is half-ram sized after every
boot. I suppose this is caused by mounting /dev with devtmpfs.

Yes, experience shows that this feature was not really useful and will
be fully removed post-squeeze.
If you really care you can use -o remount in rc.local.
