User and Group are defined so in apache2.conf:
User ${APACHE_RUN_USER}
Group ${APACHE_RUN_GROUP}

in envvars we have
export APACHE_RUN_USER=www-data
export APACHE_RUN_GROUP=www-data

and it works well.
But when running
apache2 -S
the response is
bad user name ${APACHE_RUN_USER}
preventing it from printing the virtual hosts.

Use apache2ctl -S instead. This sources envvars.
