I've traced this down to a call to CPAN::META->has_usable("LWP")

CPAN::LWP::UserAgent is what would otherwise be laoded and this
exists as part of the perl-modules debian package.

After installing libwww-perl this problem went away.  I was expecting to
install liblwp-perl or liblwp-useragent-perl.  When I found
CPAN/LWP/UserAgent.pm I assumed I had LWP.
