To me, it makes sense as midori being part of XFCE goodies upstream,
to have it recommend on the default XFCE theme rather than the 
gnome one. The XFCE icon theme is tango-icon-theme.

That doesn't make sense. gnome-icon-theme isn't an icon theme by itself
but more of a fallback, so icons aren't missing in case you don't have a
complete theme. Xfce already pulls tango theme, midori doesn't need any
specific theme.
