Severity: wishlist
ncal correctly starts on Monday for German by default, while cal
starts on Sunday (which is incorrect in Germany). It cannot even be
changed, as "-M" is not supported for cal.
Ideally cal should also default to starting on Monday in a German
locale, but support for "-M" would allow an alias at least.

Please use ncal for this feature, cal is supposed to be as identical to the
original version as it gets. I don't patch into cal at all. Debian's latest
ncal does support cal-like formatting so you can create your alias by using
ncal.
