The scripts in /etc/dhcp3/dhclient-enter-hooks.d/debug and 
.../exit-hooks.d/debug  are different.  The one in enter-hooks.d 
is correct,  while the one in exit-hooks.d falsely claims that 
commenting out the line
    RUN="no"
will cause it to run; actually you need to set RUN to "yes".  
Probably you just forgot to change both of these scripts when you 
fixed the one in enter-hooks.d
