In Ubuntu, the attached patch was applied to achieve the following:
* debian/rules: clean out dependency_libs in la-file (Policy 10.2)
The la files in the dev-packages contain non-empty dependency_libs.
Please empty them. The la files cannot be simply removed because
they are refered to in other packages.
