Installing package gdm3 solves the problem, but also installs many

If no user settings service is available, then nmcli will only show the system
wide configured connections.
That doesn't mean though, that network-manager should depend on a user session
service, e.g. nm-applet (network-manager-gnome) or
plasma-widget-networkmanagement.
