pacpl has an option to normalise the audio it is converting using --normalize.
this option requires the program normalize to be installed. it is not a
required package of pacpl so it does not find the normalize program.
also, on debian normalize is called normalize-audio not normalize

I failed to build the correct changes file for -6 so it misses the
entries for -5. Fixing buig status accordingly
