of apache2. This is probably not want most people want. 

Solution: move apache2 and other web servers from Recommends: to Suggests: 
section.

The package man2html has been recently (in version 1.6g-2) split into
two packages:
        1. man2html-base, which is the command-line converter,
           and doesn't need any web-server.
        2. man2html, which contains the CGI interface, and depends
           on both man2html and apache2|httpd-cgi.
So users of the next stable release, who don't need CGI, will be able to
install the base package only. I hope this should fulfil your request,
thus I'm closing the bug report.
