When I launch stardict it uses Dict.cn even if is instructed not to in the
config. Going to config and flipping network dictionnaries on and off again
fixes the problem until the next launch. It's a privacy problem: I don't want
every my dictionarry lookup to go to internet.

This is not the software's fault IMHO, but it's about your settings. The
Network dictionary settings only affects about whether to connect to
dict.stardict.cn to look up words, and on my side I'm okay to disable it
in the option panel and it won't be reactivated on restart. If you'd
like to disable connecting to servers like dict.cn, please uncheck them
from the "Manage Dict" tab in "Manage Dictionaries" dialog.
