other packages.
There did exist a fpc-2.4.2 and fp-utils-2.4.2 package for a while but this has
now been
removed. Perhaps fpc should include version numbers in package names?

Only very old versions (below the one mentioned in the conflict
directive) are not installable at the same time with a recent version.
This is caused by the fact that old versions are not designed to coexist
with new ones. Only 1 copy was possible to be installed. This is no more
true. you can install 2.4.2-3 with a 2.4.4-2

The versions are removed from Debian ftp server as soon as a new one is
available. If you want to stick to an old version, you need to save
the .deb files somewhere. You can setup you own repository with you
preferred versions.
Please note that, on a system when you have 2.4.2-3 installed, upgrading
fpc to 2.4.4-2 will not remove the old compiler, but just update the fpc
link in the alternative system to point to 2.4.4-2. If you want to use
2.4.2 as default, just upate-alternatives.
