Calling the init script with the start action when the daemon is already
running or with the stop action when it is already stopped prints a
"failed" message and exits with code 1.  The LSB specification requires
success and exit code 0 in these cases.  Adding the --oknodo option for
start-stop-daemon ought to take care of that.

The gpm init script is now, I believe, Policy compliant.  I didn't
literally use Jason's patch, but I did something fairly similar.
