The postmaster process has these locale environment variables set:
LC_ALL=3Dcs_CZ.ISO-8859-2
LANG=3Dcs_CZ.ISO-8859-2
LC_CTYPE=3Dcs_CZ.ISO-8859-2
This is strange, 'cause the default system locale is 'C', and I only set
the $LC_CTYPE in my login shell etc. I start the postmaster by hand,
but reset the LC_* and LANG variables.
(All other processes in the system have $LANGset to C, or c, or not set
at all. $LC_CTYPE might be set to cs_CZ.ISO-8859-2, or cs_CZ, or as
$LANG.)
The immediate impact is that the logs come up in Czech-English
intertwined:

I did dpkg-reconfigure -plow and set the default locale to 'C', then to
'en_US', without any effect.

I did not hear any similar reports, and 9 months are a pretty long
time for a bug without any action, so I just close it. Please feel
free to reopen if you encounter this again.
BTW, the current sid packages do not ask at all any more, they just
use whatever locale is the default in /etc/environment. Since it is
now very easy to create and migrate clusters, asking silly questions
at package installation is not really necessary any more.
