If I M-x uncomment-region in Gnu Emacs, an extra space remains at the
beginning of the line.  That is, the two dashes are deleted, but the
space remains.

This was fixed sometime in the last 6 years. With emacs 23, and latest
haskell-mode, it is not seen.
