This problem is reproduced only in GUI which started xfe. When I carried out --help with a console, the Japanese is displayed. I do not test it in the other locales. Possibly the same problem may be given in the other locales. When I set a Japanese font, I confirmed that I could display Japanese on menu. I close this bug.
