xpdf does not support typeable PDF forms. Such forms allow one to fill
in forms with the required information before printing, producing a
nicely printed result. It can indeed display the PDFs just fine, but the
forms are not editable. An example typeable form is the simpler of two
forms available on the NY state department of corporations web site for
forming a non-profit corporation:

Acrobat Reader can edit the form just fine. It would be nice if there
were a free program that can do the same.

xpdf just wasn't built with this use case in mind, and there are other
more modern tools that support this now.
