freeipmi hasn't needed readline since this upstream commit:

Normally build-dependencies on libreadline5-dev would need to be
transitioned to either libreadline-gplv2-dev or libreadline-dev, but in
this case, the right answer seems to be to just remove the obsolete
build-dependency.

  * Drop unused build-dependency on libreadline5-dev.
