wpasupplicant and its ifupdown hooks are working as intended, in a way
most users expect it to (and changing it now would seriously break
existing configurations).
I'm undecided between downgrading the severity to wishlist and tagging
it wontfix or closing this bug, but given that the local system
administrator can achieve his desired goal - and considering that the
Debian conffile policy honors these changes - I'll close it instead.
