ftp.tw.debian.org does not resolve in DNS when checked from three different 
sites (Taipei, Los Angeles and Dallas). The DNS error is SERVFAIL.
Workaround is to use a different mirror.

ftp.tw is a CNAME to debian.linux.org.tw, and there was a firewall issue on one
of the routers. 

140.112.8.139

Solved now.
