The package installs a cronjob which updates the database montly.
Nowadays, not everyone has broadband connection and ISP bill people for traffic.

It would be nice to have /usr/sbin/geoip-database-contrib_update script
read /etc/default/geoip for update preferences.
Or any other convinient way.

Debconf is the best of course.

You can manage whether you want to have monhtly update via debconf:
   dpkg-reconfigure -plow geoip-database-contrib
Or you customize the /etc/cron.d/geoip-database-contrib file by hand.

As far as I understand, you concern should be already addresses, so I
am going to close this bug.
