My exim (vanilla exim4 as supplied by exim4-daemon-light (4.52-2)) tells
me:

  R=userforward defer (-1): bad owner for /var/lib/systraq/.forward

A

 chown debian-systraq:debian-systraq ~debian-systraq/.forward

fixes this.

Something like this should be added to postinst, I guess.
