I didn't read /usr/share/doc/debian-policy/fhs/ but I bet very much that
# du /etc|sort -nr|head
886 /etc/X11
754 /etc/wwwoffle
284 /etc/wwwoffle/certificates <-- this
272 /etc/gconf
doesn't belong here but instead belongs in /var somewhere. Just
browsing a website shouldn't change things in /etc, which is often on
a tiny root partition with stringent backup policies, etc.
